LTFRB warns Operators violating Student Discount Law

Land Transportation Franchising and Regulatory Board (LTFRB) reminded the public that students must still receive the 20% fare discount even during class suspensions and holidays, following complaints against several public utility vehicle (PUV) drivers, on Wednesday, November 19, 2025.


LTFRB Chairperson Vigor Mendoza II said the clarification came after “multiple complaints” from students who were allegedly denied the discount.


“This is very clear under the law, so there is absolutely no excuse for refusing the student fare discount,” he said.

Mendoza also warned that drivers who continue to violate the rule may face charges, while operators will not be spared from liability.


Republic Act 11314, or the Student Fare Discount Act, mandates the benefit applies ‘for the entire time a student is enrolled, including weekends and holidays.’


Drivers who violate the law may face a three-month license suspension and a ₱1,000 fine, while operators could be fined up to ₱15,000 and have their Certificate of Public Convenience (CPC) revoked.


Mendoza urged students to report violations through the LTFRB hotline number 0956-761-0739 or the agency’s official social media accounts.


“All you need to do is document the incident, and we will take care of the rest,” he assured.

Mendoza also called on senior citizens and persons with disabilities to follow the same reporting process for their mandated fare discounts.
